Chief Executive Officer, Reasnor Telephone Company & Integrated Path Communications (IPC)

Brian Shepard brings more than 40 years of executive leadership and technical expertise in the telecommunications sector, with a career spanning Tier-1 incumbents, competitive carriers, and infrastructure development. He has successfully overseen multi-state CLEC operations, engineered large-scale fiber and hybrid networks, and led transformative broadband initiatives in both urban and rural markets.

  • Founder and CEO of Integrated Path Communications (IPC), a facilities-based CLEC operating in 13 states, with designations including ETC and ETP status in New York, Texas, and Wisconsin.
  • Oversaw the expansion of IPC's broadband footprint to 85,000+ subscribers, delivering ACP and Lifeline services across a 45-state regulatory framework.
  • Directed major interconnection and transport agreements with AT&T, Verizon, Frontier, CenturyLink, and dozens of ILECs.
  • Held engineering leadership roles at Verizon FIOS, SNET, and Cablevision, contributing to major infrastructure deployments including the FIOS Super Head Ends (SHEs), the Inter-Office Network (ION), and the HFC rebuilds in the Tri-State area.
  • Acquired and leads Reasnor Telephone Company, an Iowa-based ILEC, where he has overseen a multi-year FTTH buildout funded through internal resources and FCC programs including CAF and EACAM.
